The objective is later told plainly:
"These Muna'fi'qeen have consciously and purposely adopted their declarations as protective shield/ deception" [Refer 58:16 and 63:02] [This is solely the peculiar characteristic of Muna'fi'qeen- see 4:142]

And amongst the particular (in those days, Jew) people, there are those who, falsely and deceptively proclaim, "We have accepted the belief in Allah and the Last Day". And the fact is that they are certainly not the believers. [They are Muna'fi'qeen, the pre-requisite, the first characteristic of Muna'fi'qeen is their claim of believing in Allah, the Last Day and just saying that Muhammad Sal'lallaa'hoalaih'wa'salam is the Messenger of Allah as told in 63:01. Therefore it should not be translated by the word Hypocrite, since amongst non believers there could be hypocrites but they are NOT Muna'fi'qeen, they will have a better class/place in Hell than Muna'fi'qeen] [2:08]
They, by declarations of faith, seek to deceptively persuade Allah and convince those people who have consciously and truly accepted [wholeheartedly the Messenger and Grand Qur'aan]; and in fact they deceive none [by false declaration of belief] except their own selves while they analyze not to realize/perceive this fact [since don't reflect/do not see beyond their selfish vested interests]. [2:09]
A disease [personality/psychological disorder-envy, jealousy, malice, rancour] is implanted/nurtured within their hearts, whereat/for reason of it being their conscious and willful act Allah has caused/let them [by leaving them as condemned/discarded] increase/flourish-progress as diseased. And beware a severe punishment is in wait/prepared for them [on the Day of Resurrection] for that which/because they persistently publicly lied [false and deception-intended proclamations of belief]. [2:10]
And when it was said for [to] them, "You people should not purposely cause and create disorder/imbalance/ distortions/spread wicked and unsound conjectural ideas in the society", they replied, claiming, "We are just only the perfectionists". [2:11]
Beware, the fact of the matter is that they are truly the ones who are the distorter/creators of disorder/ imbalances/spreaders of wicked unsound ideas but they never realize [since don't reflect/do not see beyond their selfish vested interests]. [2:-12]
And when it was imperatively said for [to] them/Muna'fi'qeen, "You people incline yourselves to accept in the likewise manner as the other people have consciously and heartily accepted" [at that time like those men and women of Nisa'ra and Jews who abandoned their long held concept of East and West as Qibla-ta and returned accepting Kaa'ba as sole universal Qibla-ta]; they replied, "Should we accept in the likewise manner as the fools have accepted?" [it refers to those persons who were definitely recognized both by the speakers and the listeners at that point in time]
No, the fact of the matter is that they are indeed

[Recurrence:(1)2:14(2)2:76=2] And be informed that when they confronted the ones [whom they regarded fools on their back] who have truly believed, they said to them, "We have accepted/believed";
and when they were in privacy with their evil ones, they said to them clarifying; "Certainly We are affiliated with you people; only we have designed ourselves jesting with them". [2:14]
[These fools do not understand that] Allah, by will and design, keeps ignoring-discarding them with contempt in the state of (their brothers, evil-doers Refer 7:202) prolonging them remain absorbed in blind distracted wandering. [2:15]
These are the people who have purchased vagrancy/straying in barter of The Guidance [Grand Qur'aan], thereat for reason [bad bargain] their instant commerce [perception/hope of enjoying favour from both parties; instead even lost the confidence of their original party] did not yield benefit; while they remained in the state of those who do not consciously incline themselves to perceive guidance to become guided/aright. [2:16]
The example of them [Muna'fi'qeen] has likeness/resemblance with that person who consciously with effort kindled a fire, whereat the moment it/the kindled fire energized and lighted/illuminated his surroundings, Allah caused fading away visual sense/faculty of them,
and He left them in layers of darkness where they cannot have vision. [2:17]
These people [Muna'fi'qeen] act like deaf, dumb, blind; resultantly/for that reason they persistently do not pay heed/respond. [2:18]
Or oppositely/alternatively their example is of those who, overtaken by a thunderhead from the Sky; the layers of darkness and thunder and lightning are embedded within it;
press their fingers in their ears to avoid effect from stunning thunder-clap guarding fear of the death. But Allah is ever encompassing all those who have deliberately/constantly refused to accept. [2:19]
May be it is near that lightening blurs/obscures their vision. Whenever lightening caused illuminating flash for them they walked therein, and when it caused darkening effect upon them they stopped stand still.
And if it was the will of Allah He could have taken away their faculty of hearing and visions. Indeed, Allah has eternally the infinite power over each and every thing. [2:20]
